Summary

Over 25 years of experience leading teams and projects, half of those in the extractive industries sector. Currently General Manager for Grupo Corporativo La Trinidad, a real estate conglomerate of 18 companies and 10 business units, that develops and operates malls and housing projects. I've worked as an independent consultant in the energy sector, President of AGEPH (Guatemalan Association of Hydrocarbons Producers) and Director of Consulting Logistic, S.A. Previously Administrative and Financial Manager at Empresa Petrolera del Itsmo, S.A. for 8 years. Before that, adviser at the Ministry of Energy and Mines, for the energy, hydrocarbons and mining areas, in everything related to the definition of the goals of the 2008-2022 energy policy, monitoring instruments and compliance indicators. It included the supervision of critical projects such as activities for the fulfillment of the presidential goals, support the resolution of social conflicts, and design the communication strategy for the results achieved both within the Government and the population, among others. From 1994 to 2007 at companies such MBA Einkauf, Swipco S.A. and Transparency International Guatemalan Chapter, developing efficiency and transparency policies and procedures for institutions in the governments of Honduras and Guatemala.

Consultant for several companies and recently focused on energy, oil & gas companies in processes efficiency, compliance, training and project management. Some of the projects developed as independent consultant:

  • Successful implementation of Filebound workflow system for administrative processes in two medium companies.
  • Institutional diagnosis of the administrative purchasing system of the National Hospital for Diseases of the IGSS Guatemala. Client: Transparency International Guatemala, with the support of USAID.
  • Design, development and implementation of the eGSM-205 system for project monitoring and follow-up, as part of the tools used by Swipco S.A. and MBA Einkauf S.A. for purchasing and contracting processes.
  • Design and development of the Statistical Information system of the Banking System of Guatemala. Client: Certeza Consulting. (Design and development in Visual Basic 6.0 with Access 97).
  • Design and development supervision of the Human Resources module, for Hospital Software 2000. Client: Ministry of Public Health and Social Assistance of Guatemala (Design for development in SQL 7.0 and Visual Basic 6.0 October 1999 to February 2000).

  • Support in the design of the Ministry's Energy-Oil-Mining Policy for the period 2008-2022. Development of instruments for internal and external communication of the defined policy, as well as the progress and results achieved.
  • Implementation of a monitoring system for compliance with intermediate goals, by program and sector, with productive compliance indicators.
  • Support in the definition of the change in energy matrix intended for 2022, where the use of renewable energy was privileged.
  • Analysis of international models used for the development of large hydroelectric projects using the PPP models defined by the United Nations.
  • Analysis how to implement Transparency International model for Extractive Industries in Guatemala (IETI).
  • Preparation of the “Benchmark on World Mining” study, which served as the basis for the MEM proposal regarding the modification of the Mining Law.
  • Support during the approval stage of the Law of Fonpetrol in the Congress of the Republic, accompanying the task of communicating the benefits of the aforementioned law.
  • Preparation of the Regulation of the Law of Fonpetrol, as representative of the MEM in an Ad-hoc Committee formed for this purpose.
  • Preparation of the international analysis of hydrocarbon exploitation models and the competitive positioning of Guatemala in this sector, including a detailed analysis of the contracts used in other countries, and of the economic models applied. The result of this study served as a basis for defining the conditions for the extension of the oil contract 2-85, the main producer in the country.
  • Support in the communication of the oil policy, and particularly, of the bidding of new areas and the mentioned contractual extension.

Based on this diagnosis, the strengthening proposal was made to improve the efficiency and transparency of the processes developed.
  • Head of the project "Economy and Competitiveness for journalists" developed jointly with the Universidad del Norte de Colombia, for a group of more than 60 Honduran journalists.
  • Technical Manager of the Project "Efficiency and Transparency in Purchasing and Contracting Program" for the Republic of Honduras. Institutional diagnosis of the inspected entities, recommendations for changes in procurement procedures to correct the findings related to the transparency and competitiveness of the processes, verification of tender documents, technical specifications and evaluation criteria.
